Design of Nairobi City County Flag, Coat Of Arms & Slogan and Public Seal Competition

Background

 
The Nairobi City County is one of the 47 Counties in Kenya. 
However, it’s different from the other Counties as it is the Capital City of Kenya and generates & controls about 60% of the national GDP, among the top 5 cities in Africa, the commercial hub and gateway to the Eastern and Central Africa, the only City in the world with a National Park within its boundaries and host to UNHABITAT headquarters and other UN agencies and numerous multinationals. 
We have a vision “to be the City of choice in Africa, for all to invest, work and live”.
 
Consequently, in line with the Constitution of Kenya 2010 and the County Government Act, No. 17 of 2012, section (4) we wish to invite the public to participate in the design of Nairobi City County flag, County coat of arms & slogan and The County Public Seal. 
The same act stipulates requirements to guide the design of the above as follows:
  • A County symbol shall not be the same as or bear a likeness or similarity to a national symbol
  • The designs should not infringe on any copyright and the contestants will indemnify Nairobi City County against any infringement.
The Nairobi City County performs various functions guided by core principles in delivery of services which include public participation, transparency, accountability and integrity. 
The functions are set out in the 4th schedule of the Constitution of Kenya.

Eligibility
 
i. Entrants must be Kenyan citizens and Nairobi City County residents are encouraged to apply
 
ii. The contest is open to individuals and organized teams but not any corporate entities
 
iii. Entrants must be eighteen years and above
 
Entry guidelines
 
i. The entrants are required to download an entry form from the website of Nairobi City County, www.nairobi.go.ke/competition or get a hard copy from the Public Relations Office, City Hall, First Floor, Room 118
 
ii. The entry form must be submitted with a soft copy of the design in 2 CD-ROMs either in JPEG or PDF format.
 
iii. Entrants must not submit more than one entry in each category
 
iv. There is no fee to enter the contest
 
v. Please note that once a winner has been selected and awarded, Nairobi City County shall retain copyright and all intellectual property rights.
 
Prizes
 
The winner in each category will be announced through the press and website. 
Moreover the winners in various categories will be awarded as follows:
 
a) Nairobi City County Coat of arms & slogan: winner cash prize of Kshs 100,000 and a certificate, first run up ksh. 75,000 and a certificate and second run up Kshs 50,000 and a certificate.
 
b) Nairobi City County flag: winner cash prize of Kshs 100,000 and a certificate, first run up ksh. 75,000 and a certificate and second run up Kshs 50,000 and a certificate.
 
c) Nairobi City County Public seal: Winner cash prize of kshs 75,000 and certificate, first run up Kshs 50,000 and certificate and second run up kshs 25,000 and a certificate.
 
The entry form and the design in 2 CD-ROMs enclosed in plain sealed envelopes marked “ DESIGN OF NAIROBI CITY COUNTY FLAG, COAT OF ARMS & SLOGAN, AND PUBLIC SEAL” should be deposited in the tender box at the Procurement Department, City Hall Annex, 2nd Floor on or before 3rd May , 2013 at 12.00 noon.

Article 176 (1) of the Constitution of Kenya 2010 establishes a County Assembly for each County Government.
 
To enable affective executive of the functions a County Assembly, the County Government Act No. 17 of 2012 has established the County Assembly Service Board which shall be responsible for the following function:.
 
a) Providing services and facilities to ensure the efficient and effective functioning of the County Assembly;
 
b) Constituting office in the County Assembly Service and appointing and supervising office holders;
 
c) Preparing annual estimates of expenditure of County Assembly Service and submitting them to the ideals of parliamentary democracy; and the County Assembly for approval and exercising budgetary control over the services;

e) Performing other functions necessary for the well-being of the member and staff of the County Assembly or prescribed by National Legislation.
 
Section 12 of the Act further states that the County Assembly Service Board shall comprise the Speaker of the County Assembly as the Chairperson, the Leader of the Majority Party, the Leader of the Minority Party and one person resident in the County, appointed by the County Assembly from among persons who have knowledge and experience in public affairs, but is not a member of the County Assembly.

Pursuant to this statutory requirement, the Mombasa County Assembly wishes to invite applications from suitably qualified to be considered for the position of a Member of the County Assembly Service Board.

Applicants for the position of Editor of the Hansard will be expected to perform the following duties
and responsibilities
 
Duties and Responsibilities
  • Recording, production, transcription, editing, indexing and binding of verbatim reports of proceedings in the plenary sittings of the county assembly and its committees.
  • Production of journals and records of all work of the county assembly and their safe keeping.
  • Providing appropriate advice on matters relating to the Hansard Department of the County Assembly.
For appointment to this position a candidate must:
  • Have Bachelor’s degree in Journalism, Social Science or Media Studies from recognized university
  • Be proficient in computer applications
  • Have served as an assistant Editor Hansard at the Kenya National Assembly or in the civil service or local authorities.
  • Have served as an editor in print/electronic media house.

Section 12 of the County Government Act No. 17of 2012 establishes the County Assembly Service Board, for each County Assembly for purposes of providing services and facilities to ensure the efficient functioning of the County Assembly amongst other functions:-

The County Assembly Service Board shall be a body corporate with perpetual succession and a common seal and shall consist of:-
The speaker of the County Assembly as the Chairperson.
The leader of the majority party or a member of the County Assembly deputed by him or her, as the Vice-Chairperson.
The leader of the minority party or a member of the County Assembly deputed by him or her, and
One person resident in the county, appointed by County Assembly from among persons who have knowledge and experience in public affairs, but who is not a member of the County Assembly.
Pursuant to section12 of the County Government Act, the County Assembly of Nyeri invites applications from suitably qualified persons who are residents in Nyeri County and who have knowledge and experience in public affairs, but who are not members of County Assembly, to fill in the position above provided of member of the County Assembly Service Board.

Nyeri County Government Jobs: County Executive Committee Members, County Public Service Board Chairperson, Secretary and Members

Nyeri County is situated in the Mount Kenya region whose key attractions include the Aberdare Ranges and Mount Kenya.

Pursuant to County Government Act, No.17 of 2012; Staffing of County Government (Article 235) of the Constitution of Kenya 2010; Appointment of County Executive Committee Members (Article 179(2) (b), the Office of the Governor wishes to consider for appointment the following positions from highly qualified, results-oriented and self motivated Kenyan citizens.

A. County Executive Committee Members (10 posts)

The ten posts will be one for each of the following:

  1. Finance and Economic Planning
  2. Agriculture, Livestock and Cooperative Development
  3. Health Services
  4. Public administration, Information and Communication
  5. Water and Sanitation, Environment and Natural Resources
  6. Trade, Investments and Industry
  7. Transport, Roads, Rural electrification and Public Works
  8. Education and ICT
  9. Physical Planning and Housing
  10. Tourism, Culture, Gender, Youth and Sports
Applicants should specify the portfolio for which they wish to head.

Duties and Responsibilities:
  • To supervise the administration and delivery of services in the respective departments of the county government and all decentralized units and agencies in the county.
  • Implement county legislation.
  • Implement within the county, national legislation to the extent that the legislation so requires.
  • Manage and coordinate the functions of the county administration and its department.
  • Provide the county assembly with the full and regular reports on matters relating to the county.
  • May advice the governor on matters within his/her area of jurisdiction.
Requirements and Competencies

For appointment to this position, the person should:
  • Be a Kenyan citizen.
  • Be in possession of a first degree from a University recognized in Kenya.
  • Satisfy the requirements of Chapter Six of the Constitution.

Chairperson

Duties and Responsibilities:
  • Establish and abolish offices in the county public service.
  • Appoint persons to hold or act in the office of County Public Service including in the boards or committees of urban areas within the County and to confirm appointments.
  • Exercise disciplinary control over and remove, under this part persons holding or acting in those offices as provided for under this part.
  • Prepare regular reports for submission to the County Assembly on the execution of the functions of the board.
  • Promote in the County public service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010.
  • Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service.
  • Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county.
  • Advise the County Government on human resource management and development.
  • Advise County Government on implementation and monitoring of the national performance management system in the county.
  • Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions and gratuities for county public service employees.
Requirements and Competencies:

For appointment to this position, the person should:-
  • Be a Kenyan citizen.
  • Be in possession of a first degree from a University recognized in Kenya.
  • Have a working experience of not less than ten years in administration and management.
  • Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
  • Be a professional who demonstrate absence of breach of the relevant professional code of conduct
  • Not be a Public or State Officer.
