The QED Group is seeking a Senior Assessment, Monitoring & Evaluation (A/M&E) Advisor for anticipated work on the five–year Evaluation Services & Program Support for USAID/Kenya & USAID/East Africa.  

The goal of this five-year contract is to support USAID/East Africa Regional Health and HIV/AIDS (RHH) Office and USAID/Kenya’s Office of Population and Health (OPH) in making informed program management decisions, as well as to provide substantive support with qualitative, quantitative, and analytical information to assist in continually assessing and evaluating project portfolios. 

Evaluations performed under this project will contribute to the re-design of new, evidence-based follow-on activities and programs.


Title: Senior Assessment, Monitoring & Evaluation Advisor– Evaluation Services & Program Support for USAID / Kenya & USAID / East Africa

Duties and Responsibilities:


The Public Health Specialist to work with the A/M&E advisor in discussions with OPH and RHH on the interpretation of task orders. 

The specialist shall advise the discussions on the development of evaluation questions and the specific data collection methods for every broad evaluation question. 

The specialist will review and advise on prospective consultants and organizations for the contractor’s extensive database of qualified experts (both international and local). 

S/he will provide quality assurance checks on the technical presentation of findings, presentations and recommendations coming out of assessments and evaluations by the consultants.

The Public Health Specialist must have:
  • At least seven (7) years of professional experience working in international health program management and evaluation; evaluation specialty in public health will be an added advantage;
  • A graduate degree in international public health or related field;
  • Proven proficiency in their technical areas and demonstrated possession of health program assessment skills and experience;
  • Excellent computer, writing and communication skills;
  • Proficient in Amerian English; and
  • A working knowledge of health issues affecting Kenyan, Eastern and/or sub-Saharan African populations and understanding of the impediments to health within the African context.
Key Qualifications:
  • At least 7 years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
  • At least seven years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
  • A graduate degree in the field of evaluation, international development or a related technical field.
  • At least seven years of experience recruiting, forming and successfully managing teams, and ensuring the quality of their products.
  • Excellent American English writing skills and speaking ability.

Duties and Responsibilities:

M&E Technical Experts proposed must reflect significant experience in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, management information systems, information management design and training, program management, and working in challenging political environments.

Duties and Responsibilities:

The Chief of Party will define and manage overall contract requirements: including staffing, and cost and quality control of all tasks and assignments undertaken to achieve this project’s objectives, and will ensure that decisions are made in a timely and efficient manner.

  • A graduate degree in the field of management, business administration, or a related field, or a bachelor’s degree and 5 years of experience in addition to the required minimums;
  • Fluency in English required.

Position: Nutrition Officer - Mandera
 
Overall Responsibility
 
Under the supervision of Nutrition Coordinator, the incumbent will be responsible for implementation of nutrition projects in designated districts through collaboration with MoH staff. 

The officer will facilitate good practice and ensure compliance to applicable implementation methodologies - in particular as they relate to MOH guidelines, Islamic Relief’s mandate and the donors interest.
 
Main Duties and Responsibilities
  • Support provision of comprehensive and quality High Impact Nutrition Interventions (HINI).
  • Support capacity building and OJT for MOH staff and CHWs.
  • The Nutrition Officer will contribute in the development of training curriculum, tools and facilitate or co-facilitate nutrition related trainings e.g. IMAM, IYCF.
  • Support the systematic delivery of Health and Nutrition education messages to the community.
  • Co-ordinate and monitor the Nutrition interventions at district/county level in close collaboration with the ministry of health staff and other partners in the area.
  • Ensure proper outreach sites selection and avoid any over lapping with other humanitarian actors.
  • Monitor and review nutrition supplies and equipments movements such as deliveries, storage, transport and utilization at the site level.
  • Represent IR in nutrition coordination meetings with INGOs, CBOs, UN and the local authority.
  • Coordinate nutrition meetings within IR and participate in project monitoring, review and evaluation.
  • Participate in joint monitoring and evaluation with MOH and other Nutrition stakeholders in the district/ County.
  • Preparation of project reports to MOH, donors and other stakeholders.
Experience/ Qualification
  • Degree in Nutrition or other related field.
  • At least 2years experience within an INGO in implementing HINI especially in ASAL areas.
  • Proven analytical, communication/ negotiation skills and ability to think strategically.
  • Experience in report writing and excellent computer skills.
  • Knowledge on SMART and other nutrition surveillance methods will be an added advantage.

Responsibilities
  • Assist in the implementation of medical and feeding components of the IMAM program
  • Administer treatment of medical complications in children and pregnant/lactating mothers in compliance with program regulations
  • Oversee the implementation of a blanket preventative medicine initiative, including vitamin A supplementation, folic acid and iron for pregnant/lactating women, mebendazole, anti-malarials and measles vaccination

  • Create and maintain records on client health and progress, and coordinate with administrative assistant to document project activities
  • Participate in community-based health education, including training on preventative health care

With local partners working on community HIV and health issues in 17 Africacountries, Christian Aid is well placed to support the development ofsustainable, community based solutions to health issues that contribute to theeradication of poverty.

This is an exciting time in Christian Aid as we bring to together our expertiseon HIV, malaria and other health issues into a community health systemsapproach.

For you that means the chance to use your existing knowledge and experience ofHIV, Malaria and other community health issues to make a significantcontribution to eradicating poverty in Africa as well as informing thedevelopment of new thinking and new directions in Christian Aid.

About the Role

This role will support the development of community health initiatives(including malaria and HIV) implemented by partner organisations acrossChristian Aid’s Africa programme.

It will involve:
  • the provision of technical support to country programme teams to enable them to develop community health programmes that integrate malaria, TB and HIV;
  • support to effective monitoring and evaluation of health programmes;
  • the development of fundraising proposals to institutional donors;
  • networking to ensure that CA is linked into key community health networks across Africa;
  • support to the development of learning and best practise across the Africa Division of Christian Aid, ensuring that this is fed into global positioning;
  • support to the development of CA Africa and global policy;
  • support to the development of CA policy and positioning on malaria, HIV and community health.
The post will involve a significant amount oftravel within Africa but will also include remote work with teams in othercountries.

About You

You will have substantive experience of community health interventions inAfrica with a particular focus on malaria and HIV.
 

You will have significant experience of working with donors, programmedevelopment, monitoring and evaluation and the capacity development of localorganisations.
 

You will have experience of supporting others including partner organisationsto develop programmes.
 

You will have demonstrated the ability to secure funding from institutionaldonors and to support the implementation of donor funded projects.
 

You will have good knowledge of the links between health and gender and rightsbased programming.
 

You will have excellent written and spoken English and preferably a knowledgeof French. You will have excellent Word processing, Excel and other relevantcomputer skills.
 

To fulfil this post you will have a Masters degree in Public or CommunityHealth.
