Job Title: National Security Officer

Duty Station: Dadaab

Post Grade: NOB – Service Contract

Accountabilities: Under the direct supervision of the Field Security Officer,and the Head of Sub Office, the National Security Officer is responsible forthe facilitation of WFP operations within Dadaab Refugee Camps, being thedirect link with operational Kenyan Security Authorities (Military and Police)and procures direct assistance for WFP staff.

The position is the key adviser to Head of Sub Office on safety and securityand can represent WFP in interagency security forums.
Major Duties and Responsibilities:

Undertake security assessments for the safeguarding of WFP staff, property,premises, make recommendations and ensure staff compliance to the SOP’s.
Identify security equipment needs, prepare/update training modules for personalsecurity awareness, guard training/guard orders, conduct security trainings.
Provide basic briefing kits for staff and assist in briefing all staff arrivingfor missions or posting; Monitor and keep abreast of ongoing field missions;
Prepare and review regularly duty station United Nations security plans, indicateand improve when deemed necessary;
Advise the Head of Sub-Office (HoSO) and Field Security Officer (FSO) inNairobi on all matters relating to security;
Prepare on own initiative correspondence, reports/evaluations andjustifications as required on general security matters and specialised tasks
Work closely with local government representative/local police, UN Securitynetwork and other relevant security linked organisations within the area ofoperation
Cultivate and utilise local knowledge and contacts to identify potentialsecurity problems and take initiatives to address same and brief staff ofmitigation required.
Treat all matters relating to staff security as strictly confidential. Maintainan updated staff list and other related personnel in the area of operation;
Provide Significant Incident Reports (SIRs) for serious security incidents andforward these to the FSO as required;
Ensure that the private security contractors providing services to WFP Dadaabfacilities are in compliance with services as tendered.
Be contactable 24 hours a day 7 days a week. Other duties as directed.
Qualifications and Experience:

Education:

Advanced university degree (master’s degree or equivalent) preferably inpolitical / social science, international relations, law enforcement and / orbusiness management.
A police / military war college / senior staff course is an asset.
A first level university degree with a relevant combination of academicqualifications and experience in a related area may be accepted in lieu or theadvanced university degree.
Additional certification in related security field is an asset.
Also suitable is an internationally recognized advanced life support medicaltechnician qualification combined with management experience 8+ years in an incidentcommand capacity.

Experience: At least 6 years in operational/field role, in leadership andinteraction with other actors in negotiation/dispute resolution role. Paramedictraining/skills.
Skills and Knowledge:

Provide leadership during critical incidents following international bestpractise protocols (SMEAC/METHANE).
Possess organisation, coordination, communication and analytical skills so asto plan for missions/operations safely.
Ability to live and work in an adverse environment.
General knowledge of Microsoft Office suite.
General knowledge of UN system policies, rules, regulations and MOSS.
An understanding of Somali culture is desirable.

Language: Fluency in both written and spokenEnglish and Kiswahili.
