College Human Resources Manager Job.

Title: Human Resources Manager
Reports To: Chief Executive Officer/ Principal 

CLIENT: Our client is a well established college managed by lecturers to provide high quality professional training and skills in accountancy,Information and communication technology and related areas through teaching,research and consultancy. It now offers full courses in accountancy and information technology
 
tailored to the needs of the students.
 
JOB PURPOSE

To set up and manage the human resources function in a manner that ensures there is a working environment and a skilled and motivated workforce that facilitates the achievement of business objectives and that the institution is in compliance with employment legislature. 


KEY DUTIES
Develop and implement a human resources management policies and procedures including an optimal performance management system, leave management and disciplinary procedures.
Administer the performance management systems and ensure that staff set SMART performance objectives that reflect the institution’s performance goals.
 
Work closely with other departments and assist the managers/lecturers in understanding and implementing HR procedures and policies and ensure compliance with employment-related regulations.
Prepare and manage the Human Resource budget and ensure that it is utilised in an optimal manner.
Manage employee discipline and ensure compliance with institutions rules and regulations in all instances.
Manage employee relations matters, train and offer general guidance to managers and supervisors on staff management skills.
Continually review and update the terms and conditions of service of employees to ensure that the institution remains within common market practice and communicate to the staff appropriately.
Advise on employment statutes, rules, regulations and policies affecting employees.
Work with the senior management to put in place optimal compensation and benefits systems, processes and standards that ensure that the organization spay structures are in line with market and to continually review these to remain competitive and affordable.
Develop employee satisfaction measurement programs and promote diversity and quality as part of organization’s culture.
Steer the recruitment process and develop induction programs directed towards the organizational goals.
Advise management on staff training, recruitment, career development, work matters, industrial matters and personal problems.
Prepare personnel forecast to project employment needs and also allocate human resources ensuring appropriate matches between personnel and ensure delivery within the institution.

REQUIREMENTS
Degree in Business Studies, Administration or Social Sciences from a recognised university.
Higher Diploma in Human Resources Management from professional body.
4 years experience in human resource management in setting up and running a HR department.
Membership of a professional human resource institution.
Expertise in performance management systems and processes.
Sound knowledge of labour laws.
Strong communication and interpersonal skills.
Staff management skills including training and staff development experience.
Computer literate.
